If you have a valid smog certificate in your hands you don't need to go through the test again. The status of the car today is 100% irrelevant as long as you have a valid smog certificate in your hands that you can produce for the DMV.
All you need to do is present the certificate to the DMV for your registration and tags, pay your fees and get that car registered.
Of course none of that takes care of the real issue and that is the car needs to be repaired, but as far as the smog test and the registration and the DMV are concerned, as long as you have that valid certificate you are good to go.
If the Check Engine Light is ON the car will not pass the smog test. But that doesn't mean you were scammed. You bought a used car and used cars break down all the time at unexpected moments. Just because the CEL is ON doesn't mean they misrepresented the car or tried to intentionally mislead you. It might just means it's an old car.
