A stock Zetec is non-interference unless it's a SVT or has been modified (high lift cam). If the timing is way off, then you won't have compression, but it sounds like you are doing it right from what I can gather. This Related To My Previous Question About 1991 Camry Overheat Problem. After Replaced Head Gasket, Torque To Spec, The Car Is Still Overheat. Timing To Spec, Super Flush Twice, Both Fans Wrok. If I Turn On The Heater, Then, Temperature Will Return To Normal...But, Outside Right Now Is 90+ Degree...Not Very Pleasent. Water Pump/Radiator/Thermostat Are New. Remove the radiator cap when the motor's cold. The coolant should be at the top.
Make sure the hose is free of obstructions from the radiator to the coolant recovery tank.
If your radiator is not filled to the very top with coolant while cold try this little trick to see if you have a combustion leak in your cooling system. Remove the radiator cap. start the car and wait till the coolant circulates in the radiator. If the coolant starts to circulate replace the radiator cap with a Toyota pressure cap. It may be time for a new radiator if problems persist.
If you still have cooling problems have your cooling system pressure checked ant any independent garage or your Toyota dealer.
If the pressure bleeds off suspect the cylinder block and or cylinder head for flatness.

Can't answer about maintenance work on the P-3, but I can address aircraft maintenance work on military aircraft in general and familar with the Pt Mugu area - been there several times and have friends who own a house there.

Maintenance of aircraft is pretty much the same regardless of the aircraft type. If you are work in power plants (P-3s are recip engines), it is no different than working on a C-130 - also recip. If you are hydraulics - no different than any other aircraft since all military aircraft use hydraulics systems. P-3 little tougher than C-130s since the cabin area is heavily insulated and it's a pain to pull and replace the insulation (been in a couple of P-3s over the years). Electronics and avionics are pretty easy since the majority of the black boxes are remove and replace. The hardest part is cleaning the cannon plugs of preservative and putting new potting compound back on the cannon plug to seal from moisture. Airframes - well that is much tougher since the bird is pretty big and high off of the ground. The Navy has maintenance stands that allow the maintainer to access the vertical stablizer to make repairs as well as the wing and other parts of the fuselage (ditto for those who work on fuel cells and fuel lines). Nice bird - hopefully you will get a chance to fly in it.

About Pt Mugu: You didn't mentioned if you are married or not. If you are, there are a lot of rental of apartments and a few homes for rent around the base. From what I saw, they were well kept (can't speak about the inside). Purchase of a house if very, very expensive in that area and probably not an option for you. Base housing is available but is older. They were supposed to renovate them about 10 years ago, but not sure if it happened. If available, you will likely be "required" to live on base with your spouse/family. Doubt this policy has changed.

If single, the base had plenty of BEQs and you will likely be required to stay in the BEQ. They are not new, but not all that bad - been in male quarters once but not female quarters which are usually 50% better than males. You don't get a choice of where on base you live, you will be assigned to a BEQ that falls under your assigned squadron. As you know, if you don't already, Pt Mugu is a Naval Missile and Surface Ship test base.

There are many nice resturants in the surrounding area especially along US 1/101. Lots of beaches but the water is cold even in the summer due to the Japanese current to flows from Alaska south to Mexico. There is a lot of cold fog because of it but when the fog clears, it is beautiful. You will be close to Santa Barbara and their beaches. To the north, take Hwy 1 through Malibu and drive along the cliffs to see great views of the Pacific ocean all the way to Montery Bay and Carmel. Made this trip a few times. Can get so foggy that you can't see 10 feet in front of you. More than one car has plunged 100 feet to the cliff bottom, so don't travel that way when fog is forecasted.
