As to your question, I actually wonder the same thing. And, at this point no one knows what the outcome will be. The theory is that the more people that are in the pool to buy health insurance the cheaper the cost. There is some truth to that.
But the definition of insurance is "an unknown risk". If you know the risk like pre-existing conditions, it is not insurance, it is a known risk.
Other problem is that with pre-existing conditions, who is going to pick up that cost? Most likely taxpayers or everything will have to pay a lot of more for health insurance or pay the tax penalty.
What will happen? No one knows for sure until it happens.
