Visitation perhaps, but that would be limited to a few hours rather than a matter of days. Your dad is correct to an extent. He can express his desires for guardianship/ custody in his will HOWEVER, his will is not binding in the eyes of the court, in regards to where the minor children will live or with whom. And you are correct too that the biological mother can fight for custody; and in fact the state favours biological parents over other prospective guardians, except if said parent is unfit.
