Service dogs are allowed everywhere in hungary but I think they need to wear a muzzle.
Generally dog laws in Europa aren't as strict as in the US. Dogs are usually allowed to come with you to restaurants and cafes as long as they are on a leash (and in some European countries like Slovakia, Hungary and Portugal they need a muzzle).
Hungary definitly has not more restrictive service dog laws than the US, since most European countries have less strict general dog laws.
