In my area the preference is for female Malinois, but the good ones are usually not working because they are used for breeding. Males are usually bigger, but they are not necessarily stronger. I have never met a better security/law enforcement dog than a female Malinois. They will bite and hang on.

I have had both male and female Malinois, and I would rather use my female to guard and do protection work. She proved herself when someone broke into my house. I came home and found my front door open and my female holding a piece of bloody blue jeans. The guy broke in and she crept up behind him and grabbed hold of his leg, and he was actually caught because he had to go to the hospital to get stitches. At that time, she had no formal training.
