Getting a DUI at 17 could be overlooked with time (minimum 5 years) if you can show a clear change in behaviour and a solid employment record and community involvement.
2 DUIs starts to show a troubling pattern. In this neck of the woods, recruiting would not go anywhere near you until you were at least 7-8 years clear of any driving infraction (not so much as a parking ticket). Even then, these are highly competitive jobs. Out here, the smaller full-time departments will easily have over 100 qualified applicants for each position available. In the larger urban centres (bigger hiring numbers), that may drop to 25 qualified applicants for every position available. So even with significant time, good work record, etc, you'll be competing for a job against 24 others guys/gals for one position and most (if not all) of them won't have a DUI on heir record. Who would you pick?
This isn't to say you'll never become a firefighter, but it is going to be a harder road. Keep at it. Do everything you can to make yourself the best applicant possible but make sure you have a solid plan B.
