I have a similar situation. He is being manipulative. Don't force the kids to go, but you should encourage them to go. That way he can never say you kept them from him. Never say anything unkind about him where the children can hear. They will figure it out. He will probably tell other people you won't let him see the kids. He may even tell them that.
