No, that's not what that term means.

First off, in order to be a lawyer you need to get a degree from an accredited college, attend (and graduate) law school, and then pass the bar and be sworn in. Lawyers who work exclusively on contracts are NOT referred to as "contract lawyers" - they're simply lawyers who have a practice limited to contracts. However, I don't know a single attorney who can actually make a living just practicing in this one area - there's just not enough work.

Second, a "contract lawyer" is a lawyer that is available for temporary assignments on a contract basis. You generally see them on cases (such as class actions) where there is an enormous amount of work to be done, such as reviewing discovery, and the lead attorneys just need help for that part only. So they hire "contract lawyers" to come in, review the documents, and then report their findings. Once that's over, their involvement in the case is finished.

You may also see contract lawyers appearing and performing work for law firms or other attorneys where they have a case they don't want to refer out, but don't have the time to handle themselves. Turning 18 does not make any difference, juvenile court jurisdiction is defined by your age at the time an offense is committed. If the prosecutor wants to try you as an adult, the procedure for doing so will be the same no matter what age you are when and if charges are filed. You might be arrested, nobody can say.
